ROAMpay is proprietary to the company that sells that app processing software. You would need to ask them directly about their roaming options for processing around the world. You would not be able to use anyone else' s merchant account with their product.
If you don't have a connection when you're trying to take a payment, you can still accept it with the store and forward mode, which will capture the info to be processed later when you have a connection.
